For the greatest part, Nebraska\u27s students are succeeding in school. However, there are students who experience early school failure and early school refusal, students who are at risk for leaving school before receiving their high school diplomas. Data from a school district were analyzed as a critical case example to uncover characteristics, achievement, and cognitive skills of identified students at risk in order to answer questions about these perplexing youth. Policy initiatives are discussed
