One of the most popular Japanese management techniques adopted by American organizations since the 1970\u27s has been the quality circle. Perhaps, more has been written about this technique than any other technique about Japanese management during the past decade. There are two critical questions that need to be answered regarding the implementation of quality circles by U.S. companies: (1) Do quality circles work equally well in the U.S. as in Japan? and (2) if so, how can quality circles be implemented successfully in U.S. companies?
