With judgment no. 52 of 2016, the Constitutional Court granted the \u201cconflict of powers\u201d appeal raised by the Government against the Supreme Court decision of 2013, in which it had been established the political, discretionary and non-justiciable act by which the Government refuses to start negotiations for the conclusion of an agreement pursuant to art. 8.3 Const.
