Latin America marks up records for the writing of constitutions. Recently, Venezuela, Bolivia and Ecuador have been dedicating time to this activity. This article argues that the mistake is to think that, by writing a beautiful, liberal constitution, things get fixed as if by magic. It is the Latin American political culture, product of the Counter-Reform, absolutism and the Middle Ages, which provokes this confusion. In order to overcome it, Latin American politicians need to abandon the habit of the lapwing, which confuses its adversaries with short, low-level flights and shrill screaming, and focus on the real problems of their countries, which will hardly be solved by simply modifying the rules of the game.América Latina bate récords en...
