This article compares the norms on human rights of the Peruvian constitutions of 1979 and 1993, analyzing the opinions of the Constitutional Court since 1993 and the impact on internal law of human rights treaties and the decisions of the Inter-American Commission and Court on Human Rights.El artículo analiza las diferencias normativas en materia de derechos fundamentales o humanos en las Constitucionales de 1979 y 1993, realizando un análisis de la jurisprudencia del Tribunal Constitucional en la materia durante el imperio de la Carta Fundamental de 1993 y el impacto en el derecho interno de los tratados de derechos humanos y las resoluciones de la Comisión y la Corte Interamericana de Derechos Humanos
