This paper attempts to suggest the method for calculating carbon dioxide(CO2) emissions and to identify key sectors for low-carbon city. The CO2 emissions mechanism in the city consists of various emission sectors including industry, transport, house and waste sectors. On the other hand there is an CO2 absorption sector, so-called sink sector of forests and green area. The paper presents a model specifically to calculate CO2 emitted in the city level taking into consideration those emission and absorption sectors. Also, the paper draws key elements of low-carbon city from results of sensitivity analysis. In addition, development scenarios of low-carbon city are suggested and analyzed using the model.
