The Review Conference was held in Kampala, Uganda from May 31 to June 11 to adopt the provisions defining the crime of aggression and setting out the conditions under which the ICC shall exercise its jurisdiction over this crime. This carries significance in the light that customary international law which has been developed with respect to the crime of aggression has been taken into the form of treaty texts. The establishment of certain exceptional procedures in exercising the jurisdiction over such crime by the ICC, however, seems to have been derived from political compromises rather than legal considerations of the matter.
