The goal of this study is to propose a policy that improves the energy efficiency of the existing housing through analyzing of the policy in advanced European countries. For achieving this goal, this study examines the potential of the existing housing in the reduction of greenhouse gas and discusses the fact that the improvement of energy efficiency of the existing housing is more difficulties than that of the new construction. In order to overcome such barrier element, this study analyzed European policies such as building energy efficiency rating systems, financial support methods, information supports, and regulations.
