Gestion de crise : des exigences réglementaires à une réponse opérationnelle adaptée

The subject of my end study report is about the answer to the statutory requirements until an adequate operational answer regarding crisis management in a high-risk industry such as of the Petrochemical activities. Face to technological accidents appeared in the past, nowadays companies, particularly the French ones, answer by a process of successive, more and more binding and security regulations. In order to guarantee the sustainability of his company and increase his strength impact in front of crises, an industrialist has to go beyond the regulations and bring an operational answer adapted to the crisis management. The contribution of an operational answer adapted to the crisis management, is got due to multiple actions, in more or less the long term, at every hierarchy level. The process must be based both on technic, but also organization, and above all, the fact to prepare the human being. The approach aims to produce synthetic tools based on the analysis of the statutory documents, these tools must be also adapted to all the actors then it is necessary to spread them by preparing the human being. It is a global and long-term approach, which owes to involve all the actors well before a crisis appears. Face aux accidents technologiques majeurs survenus dans l’histoire, les sociétés modernes notamment françaises répondent par l’établissement de réglementations successives, de plus en plus contraignantes et sécuritaires. Mais pour garantir la pérennité de son entreprise et augmenter sa résilience face aux crises, un exploitant doit aller au-delà de la réglementation et apporter une réponse opérationnelle adaptée en matière de gestion de crise. L’apport d’une réponse opérationnelle adaptée en matière de gestion de crise est obtenue grâce à de multiples actions à plus ou moins long termes menés à tous les niveaux hiérarchiques. Elle doit également tant reposer sur du technique, de l’organisationnel mais surtout sur de la préparation de l’humain. La démarche vise à produire des outils synthétiques basé sur l’analyse des documents réglementaires, ces outils doivent également être adaptés à tous les acteurs puis il faut les déployer en préparant l’humain. C’est une démarche globale de longue haleine qui doit impliquer tous les acteurs bien avant l’apparition d’une crise. Cette démarche est réellement semblable à celle mis en œuvre dans le but d’améliorer la culture sécurité dans une entreprise, il en va de la prise de conscience par chacun de son rôle
