Entrepreneurial Orientation in a Public University: a study of University Actions for Territorial Development

The present study aims to understand how the Entrepreneurial Orientation of a Brazilian Public University can contribute to territorial development. For this, the technique of case study was used, having as analysis a públic University. The approach was qualitative descriptive, the tool for the data collection was the snowball, with semistructured interviews (with direct contact). These data were investigated through content analysis. Soon after starting from the dimensions i) entrepreneurial orientation, ii) orientation to the market, iii) organizational learning and iv) success in innovations. With this analysis, it was possible to identify that the relation of the entrepreneurial orientation in the university is positive, reflecting that the greater the actions of innovation, proactivity and capacity to take risks, the better the researchers' performance in innovating and creating new products or business. It is understood that the university environment also influences the relationship of entrepreneurship orientation, both in weakness and uncertainty, pointing out that researchers need to be wary of technological changes in order to create strategies to maintain competitive advantage. As a result, the university introduced new products and / or services in the areas of health, seeds and biotechnology, both internally and externally; makes strategic decisions in the face of opportunities; it acts positively by taking innovative initiatives, just as it created the incubator, the technology park; the core of innovation; the pedagogical core; values teachers, administrative staff and students; offer training, and qualification for postgraduate, among others. In addition, the university is an important organizational source for the creation of knowledge, university research could be extended to society, since all knowledge provides opportunities for social, cultural and territorial economic development.Sem bolsaO presente estudo apresenta como objetivo compreender como a Orientação Empreendedora de uma Universidade Pública Brasileira pode contribuir para o desenvolvimento territorial. Para isso, utilizou-se a técnica de estudo de caso, tendo como análise uma Universidade pública. A abordagem foi qualitativa descritiva, a ferramenta para a coleta de dados foi a bola de neve, com entrevistas semiestruturada (com contato direto). Esses dados foram averiguados mediante a análise de conteúdo. Logo após a partir das dimensões i) orientação empreendedora, ii) orientação para o mercado, iii) aprendizagem organizacional e iv) sucesso nas inovações. Com essa análise, foi possível identificar que a relação da orientação empreendedora na universidade é positiva, refletindo que quanto maior forem às ações de inovação, de pró-atividade e capacidade de assumir os riscos, melhor será o desempenho dos pesquisadores em inovar e criar novos produtos ou negócios. Entende-se que o ambiente da universidade também influencia a relação da orientação empreendedora, tanto na fraqueza, quanto na incerteza, apontando que os pesquisadores precisam ser cautelosos com as mudanças tecnológicas, a fim de criar estratégias para manter a vantagem competitiva. Como resultados principais a universidade introduziu novos produtos e/ou serviços na área da saúde, sementes e biotecnologia, tanto interno, como fora do país; toma decisões estratégicas frente às oportunidades; atua positivamente ao tomar iniciativas inovadoras, assim como criou a incubadora, o parque tecnológico; o núcleo de inovação; o núcleo pedagógico; valoriza os professores, técnicos administrativos e estudantes; oferta treinamentos, e qualificação para pós-graduação, entre outras. Além disso, a universidade é uma importante fonte organizacional para a criação de conhecimento, as pesquisas universitárias poderiam ser ampliadas para a sociedade, pois todo o conhecimento amplia oportunidades para o desenvolvimento econômico social, cultural e territorial
