Démographie. L’UE demain : une maison de retraite à ciel ouvert ?

In 2004, the enlargement to ten new member countries is achieved without any public questioning about the demographic implications of their integration. It is only after the enlargement of 1 May 2004 that politicians consider the is-sue. On 29 October 2004, the President of the European Council, the German Chancellor, the President of the Spanish Government, the Prime Minister of the Kingdom of Sweden and the President of the French Republic write to the President of the European Commission : "Europe must not not to resign oneself to the inevitability of aging and skepticism ; on the contrary, it must make the bet of dynamism and youth. We therefore propose that the European Union make it a priority ". However, the main demographic characteristics of the EU remain proble-matic and the demographic projections for 2060 show an EU marked by the weight of the elder-ly.Alors que la question du vieillissement a été mise en évidence dès la fin des années 1970, Gérard-François Dumont inventant l’expression « Europe ridée » pour illustrer son évolution, les institutions communautaires sont longtemps restées sourdes à cette évolution. En 2004, l’élargissement à dix nouveaux pays membres est réalisé sans qu’on s’interroge publiquement sur les incidences démographiques de leur intégration. Ce n’est qu’une fois l’élargissement du 1er mai 2004 réalisé que les responsables politiques considèrent la question. Le 29 octobre 2004, le président du Conseil européen, le chancelier allemand, le président du gouvernement espagnol, le Premier ministre du royaume de Suède et le président de la République française écrivent ainsi au président de la Commission européenne : « L’Europe ne doit pas se résigner à la fatalité du vieillissement et du scepticisme ; elle doit faire, au contraire, le pari du dynamisme et de la jeunesse. Nous proposons donc que l’Union européenne en fasse une priorité ».
