THE USE OF THE PHI DELTA KAPPA EDUCATIONAL PLANNING MODEL TO OBTAIN AND TO ANALYZE COMMUNITY INPUT FOR THE DECISION MAKING PROCESSES OF THE OGALLALA PUBLIC SCHOOLS (NEBRASKA)

The Phi Delta Kappa Educational Planning Model was used to determine educational goals for the Ogallala Public Schools. The school board and randomly selected persons from three school-related role groups ranked the eighteen predetermined goals independently and as small consensus-groups. Each role-group then rated each goal according to how well the district had attained that goal. Rankings and ratings were compared across groups. The highest correlations were found between the Board of Education and the citizen role-groups; the lowest correlations were between the professional staff and the student role groups. The correlation between the rank positions of the goals and their variance were high; little correlation was shown between the need-priority rankings and the respective variances of the goals
