Chapter 1 of this study was an introduction to the study including the subject of colonial administrative practices and their impact on today\u27s administrative practices. The chapter further presented the statement of the problem and the importance of the study. Chapter 2 dealt with the literature review and addressed the centre-down and bottom-up development paradigan and concepts and approaches to development administration. Case studies from several developing countries were included as examples of centre-down and bottom-up theories either jointly or separately in implementing development programs.
