This article discusses the meaning of the term policy, along with general aspects of policies that might apply to many nations. Of particular concern is the placement of library- and information-oriented policies within a larger context. Literature on information policy is reviewed with the goal of devising a framework for discussing the national goals of policy. Examples from the United States are used to illustrate policy-making. Finally, some trends affecting policy are examined
