The stability of laminar flow between concentric cylinders is analyzed. Conhinrd Poiseuille and Couette flows are considered. It is shown that instabilities exist if the laminar flow is synnetric or near-spaetric on part of the annulus. Instabilities are reported for aspect ratios as small as q = 0.001
