Optimal concentration about the instantaneous frequency for polynomial frequency modulated signals was the first motivation behind the recently proposed class of time-frequency distributions called the Polynomial Wigner-Ville distributions. In this paper its performance analysis for estimating the instantaneous frequency is presented and a Cramer-Rao lower bound derived. A statistical comparison with a parametric method for estimating the instantaneous frequency based on the high-order ambiguity function is also included
