The registration act of land in Indonesia for giving rule of law and protection of law to the right holder of the land,provide information to the Importance including goverment in order to getdata easily in law action and doing administration of land in order.The office land Ngawi regency as institution that giving services in land part,in the case is registration service has not been able to be done yet suitable with the national standart decision number 1, 2005 about operation of regulation and services procedure,especially services of the first registration. The research for knowing and identification of standart operation of regulation and services procedure the first registration land has not been able to do well yet in the land office and for knowing what factor that has been handscape in acting of standart operation of regulation and services procedure for the first time in land office Ngawi regency, and perceiving the obstacles along with the solutions done to handle. The writer used methode descritive research kualitative.Sociologic approach law or non doctrinal, law concept that writer usinglaw is meaning manifestation symbolic meaning of social attitude as appear in interaction between them.The data collecting technic by observation,interview and documentation.Choosing of samples with a sampling purposive technique.The data analyss is processed by qualitative method. The result of the research has been done that standard operation of regulationand services procedure acting for the first time registratin in land office Ngawi regency has not been able to do well yet because a. Law/regulation and rules are not conducted with good and there is no punishment.b. Law upholders haven’t walked with good to job.c.Very lack of supporting instruments/facilities, d.Citizens wish for the acceleration of service haven’t do with good.e. Legal culture finds difficulties to change the classic traditional into the newtraditional to service in land. The obstacle include:a.Lack of law/regulation understanding,b.Implementation of regulation haven’t do by law up holder,c.Not maximum number of using instrument/facilities,d.Not prepare of land job to citizens wish for the acceleration of service,e. Legal culturefinds difficulties to change the classic traditional into the new to service.The solutions are:a.Maximal the law/regulatin understanding,b.
