Sutarto, MSI and Emi Widiyanti, SP, MSi. Fundamental problem faced by farmers is the lack of access to sources of capital, markets and technology, and farmers organizations are stiil weak. Lack of capital will lead to a lack of smoothness of agribusiness for farmers so that farmers can not produce it’s efforts in agriculture. Besides, the technology used meets or less traditional yet stiil modern and very tight market competition is extremely detrimental to farmers. To address and solve these problem the govermment set a medium term development plan (2005-2009) which focuses on rural agricultural development. One was taken through the approch to develop and strengthen institutional agribusiness agriculture in rural areas. This study aims to evaluate the implementation PUAP program, evaluating the role in the implementation PUAP Gapoktan, examines the elements of group dynamics, and evaluate how far the achievement of objectives PUAP. The method employed in this study was qualitative one with descriptive approach. The research location was selected purposively, namely Village Wonosari, Subdistrict Gondangrejo, Regency Karanganyar. The determination of subject and informant was done using purposive and snowball sampling technique. The types of data source used were informant, subject, and archive or document. Techniques of collecting data used were interview, and content analysis. Data validity was tested using source triangulations and informant review. The data analysis employed included data reduction, display and conclusion drawing or verification. Based on the results of this study concluded that: (1) process of PUAP consists of lending, credit management, loan repayment, capital accumulation, and utilization of credit. Activities of credit consist of socialization and filing PUAP RUA. Management consists of repayment of credit and making reports of BLM-PUAP distribution of funds. Refunds of credit consists of the determination of terms of repayment and the loan repayment process. Fertilization consists of compulsory savings in capital and savings. Use of credit usually consists of on-farm activities. (2) The role consists of stages GAPOKTAN lending, credit management, loan repayment, capital accumulation, and utilization of credit. (3) The elements of group dynamics consist of group goals, group structure, functions, duties, govermment and maintenance group, group cohesiveness, group atmosphere, pressure groups, the effectiveness of groups and hidden agendas (4) Achievement PUAP aim to increase farmers' income, increased GAPOKTAN function, and improvement of entrepreneurial farmer
