PARTISIPASI PEREMPUAN DALAM PERENCANAAN PEMBANGUNAN PARTISIPATIF Studi Deskriptif Kualitatif Partisipasi Perempuan Dalam Musyawarah Perencanaan Pembangunan Kelurahan Laweyan Kota Surakarta Tahun 2009

This study aims to examine women's participation in development planning is reviewed from the aspect of participatory activities, access, control and benefits of participatory development planning for women and the factors that hinder women's participation in participatory development planning. Research conducted in Kelurahan Laweyan District Laweyan Surakarta City area known as the "Kampung Batik Laweyan" and also as a region with a heterogeneous population characteristics. Form of qualitative research is descriptive. Data used comes from the primary data and secondary data. Data collection techniques used in the research was conducted through interviews with the parties related to women such as the present activities in participatory development planning, Kelurahan, LPMK administrator, the management of the management of RT and RW, and committee organizers of participatory development planning. In addition, another technique used is FGD (Focus Group Discussion), observations, and documentation. Technical analysis of the data used is descriptive analysis techniques and analysis of gender Harvard model. In this research the validity of data is done with the technique using data trianggulasi some resources to ensure their accuracy. From the results of the research show that: (i) The presence of women in musrenbangkel Laweyan not reach 30% quota for women nevertheless active in the forum. (ii) Access of women in the musrenbangkel laweyan through a commission hearing in the most sosio cultural commission. (iii) Women in the control musrenbangkel Laweyan still less because of the position of a women member. (iv) Musrenbangkel very useful for women to accommodate the aspirations, experiences, and needs of women. (v) In part, women hampered by several factors In this research for resolving problems, the author suggest the importance musrenbangkel need to socialize, especially to women, placing women into all musrenbangkel commission; provide encouragement, belief in full, and that women’s motivation to take advantage of opportunities in the musrenbangkel; and time musrenbangkel implementation that does not hamper women.
