This report begins with a discussion of key concepts in risk assessment and mitigation. In particular, emphasis is placed on the importance of the psychological theory of risk perception and the cultural theory of risk management, pointing out the doubt that they cast on the rationality of all but the simplest of approaches. It then focuses in on e-learning and provides a list of the key areas of risk to the projects with evaluation, commentary and, where relevant, references to guidance provided later in the paper. Where appropriate, guidance on basic precautions is provided along with the risk areas identified
