Vocational Training for the Unemployed and Our Future Tasks

Since Korea received IMF bailout loans, its economic growth has slowed down, leading to corporate restructuring and reduced investment, resulting in an unemployment rate of 7.3% (1.57 million people) as of September, 1998. On March 26, 1998, the government announced comprehensive measures to tackle unemployment and proposed various types of vocational training, such as replacement training, vocational training for the recent unemployed and the employed, an intern system, selective advance training, and guidance counseling for job-seekers. Vocational training is an active measure to fight unemployment and its purposes are to enhance job capabilities of the unemployed, facilitate employment, maintain the labor force by giving workers the will to work, and develop human resources. ..
