Social capital and local governance in the context of the cluster of furniture of the southwest of Paraná

The main objective of this work was to analyze the elements of the social capital of the agents and the actions carried out by the local government, in the specific case of the Furniture Cluster of the southwestern region of Paraná. The present research is classified as descriptive of exploratory nature and data are used with qualitative and quantitative approaches. During the exploratory phase the method of documentary analysis and semi-structured interviews was used. The questionnaire was the main instrument of data collection used to obtain information on social capital and local governance. The technique used for data collection was field research, conducted through structured interviews with agents previously selected and executed in the period from October 27, 2017 to December 7, 2017. The research universe involved 19 (nineteen) entrepreneurs of the furniture sector, 05 (five) support agents and 01 (one) agent of local governance. The results of the research point to good levels of social capital and, on the other hand, demonstrate unfavorable indicators regarding the conduction of local governance of the productive arrangement under discussion. Among the elements of social capital, the degree of contribution of the relationship by the associated entrepreneurs was the best evaluated variable. Also, the levels of trust, cooperation, contribution in the relationship of the support agents, quality and usefulness of the information exchanged and contribution in the Cluster as a whole also presented good evaluations. In relation to the social network metrics, it is emphasized that the density was evaluated as median and reciprocity obtained a good result. On the other hand, the variables related to participation in meetings, periodicity in the exchange of information and engagement and commitment of the agents were evaluated with indices considered weak. Regarding the evaluations of the elements of local governance, all showed poor or poor levels. In the discussion of the binomial social capital and local governance, one can perceive a coherence between the unfavorable evaluations, which appear to be directly related to the lack or absence of coordination of the Cluster through the need for a more active local governance. The social capital observed in the group of support agents, together with the elements found positive in the other agents, can provide a significant increase in the overall network context. In the case of local governance, it will be necessary to work together among the agents to develop leaders in the group, in order to arouse the interest of capable and committed people to assume the coordination of the arrangement. In addition, the most important limitation observed during the study was the current absence of local governance, which is in a process of reconstruction. In this sense, it is recommended as future work, the realization of new studies in the productive arrangement, aiming to observe if the reorganization of the governance is contributing with the results of the evaluation of the binomial social capital and governance in the context of this Cluster.O principal objetivo deste trabalho foi efetuar uma análise referente aos elementos do capital social dos agentes e as ações conduzidas pela governança local, no caso específico do APL de Móveis da região sudoeste do Paraná. A presente pesquisa classifica-se como descritiva de caráter exploratório e utiliza-se de dados com abordagens qualitativa e quantitativa. Durante a fase exploratória utilizou-se o método de análise documental e entrevistas semiestruturadas. O questionário foi o principal instrumento de coleta de dados utilizado para obtenção das informações relativas ao capital social e governança local. A técnica utilizada para a coleta de dados foi a pesquisa de campo, efetuada através de entrevistas estruturadas com agentes previamente selecionados e executadas no período de 27 de outubro de 2017 a 07 de dezembro de 2017. O universo da pesquisa envolveu 19 (dezenove) empresários do setor moveleiro, 05 (cinco) agentes de apoio e 01 (um) agente da governança local. Os resultados da pesquisa apontam para bons níveis de capital social e, por outro lado, demonstram indicadores desfavoráveis quanto a condução da governança local do arranjo produtivo em discussão. Entre os elementos do capital social, o grau de contribuição do relacionamento por parte dos empresários associados, foi a melhor variável avaliada. Ainda, os níveis de confiança, cooperação, contribuição no relacionamento dos agentes de apoio, qualidade e utilidade das informações trocadas e contribuição no conjunto do APL também apresentaram boas avaliações. Em relação as métricas da rede social, ressalta-se que a densidade foi avaliada como mediana e a reciprocidade obteve um bom resultado. Já as variáveis referentes à participação em reuniões, periodicidade na troca de informações e engajamento e comprometimento dos agentes, foram avaliadas com índices considerados fracos. Quanto às avaliações dos elementos da governança local, todos apresentaram níveis insatisfatórios ou fracos. Na discussão do binômio capital social e governança local, pode-se perceber uma coerência entre as avaliações desfavoráveis, que aparentam uma relação direta com a falta ou ausência de coordenação do APL por meio da necessidade de uma governança local mais atuante. O capital social observado no grupo de agentes de apoio, aliado aos elementos apurados como positivos nos demais agentes, pode propiciar o aumento significativo deste, no contexto geral da rede. No caso da governança local, será necessário um trabalho conjunto entre os agentes para o desenvolvimento de líderes no grupo, a fim de despertar o interesse de pessoas capazes e comprometidas para assumir a coordenação do arranjo. Ademais, a limitação mais importante observada durante o estudo, foi a atual ausência de uma governança local, a qual está em um processo de reconstrução. Neste sentido, recomenda-se como trabalhos futuros, a realização de novos estudos no arranjo produtivo, visando observar se a reorganização da governança está contribuindo com os resultados da avaliação do binômio capital social e governança no contexto deste APL
