Informação, transparência e política: reflexões sobre a mulher brasileira na Câmara dos Deputados

The present study is constructed around the information that permeates the women's rights debated in the Brazil’s Chamber of Deputies. It is based on a theoretical reference originated in Information Science, in addition to political-legislative, legal and social studies. Initially, it weaves conceptions about the Information Science, the concept of information, the information regime and the Access to Information Law, bringing initiatives regarding the right to information and open data at national and international level. It discusses the importance of the concepts of information ethics, transparency and accountability, to highlight the impact of the United Nations Women. It then delineates issues, perceptions and sensations of women and society in general in the face of central themes such as education, marriage, maternity and the labor market. Coming to the Brazilian context, it describes the historical-political panorama of women, deals with their individuation and with male domination in the party system of the country. The study’s main objective is to examine the topics and subjects that prevail in the proposals that process in the Chamber of Deputies with the term "woman" until December 2017, making use of the Access to Information Law prerogatives. Its specific objectives include the dissemination of the right of access to public information and the availability of open data in Brazil in relation to other countries; the understanding of the information regime that encompasses woman's rights at global and national levels; the presentation of a brief history of achievements of woman in Brazilian politics; and the verification of whether the recovered proposals represent a favorable scenario for the development of rights and representativeness in women's politics in accordance with precepts adopted by the United Nations Women. The methodology used was the literature review, allied, in the second part of the study, to quantitative searches followed by qualitative analyzes of 621 propositions that are processed in the Deputies Chamber, referring to woman, characterizing this qualiquantitative research. As a result of the survey, it is possible to identify that the predominant themes are 'Human Rights, Minorities and Citizenship', 'Criminal and Criminal Procedural Law' and 'Health', and the issues that stand out are domestic violence and the prevention and treatment of cancer. About the labyrinth faced by woman, it is inferred that, although past struggles and conquered rights allow them to be and resist in a society dominated by men, the road to be traveled still has tortuous curves. Concerning the search for future rights and representativeness in politics, symbolic power and male domination still contaminate society, economy, culture, profession, electoral process, political parties and the exercise of elective mandates, making it difficult for the daily and effective woman participation in the politics of the country. It concludes that the proposals represent, for the most part, intentions of advancement of the rights and the greater representativeness of women in politics; however, the failure to use the term "woman" as a mandatory indexer hampers the information management carried out by the Woman's Secretariat.O presente estudo se constrói em torno da informação que permeia os direitos da mulher debatidos na Câmara dos Deputados do Brasil. Baseia-se em um referencial teórico advindo da Ciência da Informação, além de estudos político-legislativos, jurídicos e sociais. Inicialmente, tece concepções sobre a Ciência da Informação, o conceito de informação, o de regime de informação e a Lei de Acesso à Informação, trazendo iniciativas a respeito do direito à informação e dos dados abertos no âmbito nacional e internacional. Discute a importância dos conceitos de ética em informação, transparência e accountability, para então destacar ações impactantes da Organização das Nações Unidas Mulheres. Em seguida, delineia questões, percepções e sensações de mulheres e da sociedade em geral diante de temas centrais como educação, casamento, maternidade e mercado de trabalho. Chegando ao contexto brasileiro, descreve o panorama histórico-político da mulher, trata de sua individuação e da dominação masculina no sistema partidário do país. O objetivo precípuo do estudo é examinar quais são os temas e assuntos predominantes nas proposições que tramitam na Câmara dos Deputados com o termo “mulher” até dezembro de 2017, fazendo uso das prerrogativas da Lei de Acesso à Informação. Seus objetivos específicos incluem a divulgação do direito de acesso à informação pública e da disponibilização dos dados abertos no Brasil em relação a outros países; a compreensão do regime de informação que abarca os direitos da mulher em nível global e nacional; a apresentação de breve histórico das conquistas da mulher na política brasileira; e a verificação se as proposições recuperadas representam um cenário favorável para o desenvolvimento dos direitos e da representatividade na política da mulher de acordo com os preceitos adotados pela Organização das Nações Unidas Mulheres. A metodologia empregada foi a revisão de literatura, aliada, na segunda parte do estudo, a buscas quantitativas seguidas de análises qualitativas de 621 proposições que tramitam na Câmara dos Deputados referente à mulher, caracterizando esta pesquisa de qualiquantitativa. Como resultados da perquisição é possível identificar que os temas predominantes são ‘Direitos Humanos, Minorias e Cidadania’, ‘Direito Penal e Processual Penal’ e ‘Saúde’ e os assuntos que se destacam são violência doméstica e a prevenção e tratamento do câncer. Sobre o dédalo trilhado pela mulher, infere-se que, apesar das lutas passadas e dos direitos conquistados estarem proporcionando sua convicção de ser, estar e resistir em uma sociedade dominada por homens, o caminho a percorrer ainda possui curvas tortuosas. No concernente à busca por futuros direitos e representatividade na política, o poder simbólico e a dominação masculina ainda contaminam a sociedade, a economia, a cultura, a profissão, o processo eleitoral, os partidos políticos e o exercício dos mandatos eletivos, dificultando o dia-a-dia e a efetiva participação da mulher na política do país. Conclui-se que as proposições representam, em sua maioria, intenções de avanços dos direitos e da maior representatividade da mulher na política, contudo a não utilização do termo preferencial (descritor) “mulher” como indexador obrigatório dificulta a gestão da informação realizada pela Secretaria da Mulher
