The definition of proper design, maintenance, and management policies for aging structural facilities is a strategic priority for communities exposed to multiple natural hazards. In this paper, the probabilistic life-cycle seismic resilience of aging bridges and road networks is investigated by means of a congestion-based performance measure. The level of structural deterioration and seismic damage associated with different limit states is related to traffic restrictions that are progressively removed depending on the recovery times of each bridge in the network.
