eParticipation concerns the use of ICT tools for facilitating the two-way communication between governments and citizens. Designing eParticipation activities is a complex task. Challenges include the need of interdisciplinary expertise and knowledge (for example, political, sociology, usability and technology domains) and the lack of widely accepted models and standards. This paper attempts to provide a model for eParticipation, aiming at providing guidelines for the design, implementation and management of eParticipation applications.
