The volume examines changes in regulatory rules, organizations and policies across several European countries and policy domains, why these changes have taken place and their consequences. The 'regulatory state' hypothesis suggests that regulatory reforms involve a new mode of governance in Europe, with alterations in state functions, political arenas, institutions, actors and policy styles. The volume finds that although several features put forward by the 'regulatory state' model have spread, they remain limited and there is great diversity across countries and domains.
