© 2016 Dr. Angela Eloise VivianPolice policy-making involves multiple, sometimes conflicting goals and a diversity of stakeholder groups. Any new or contentious policies can generate media attention and may affect community confidence. This research examines the way that robust and transparent policy development may also create legitimacy, using the examples of Tasmania Police Pursuit and Alcohol and Other Drug policy-making processes. This study uses Appreciative Inquiry and draws on data from interviews and internal police documents. Each of the thesis chapters examines a key element of policy-making: the management of police goals; stakeholders’ involvement; and how policymakers respond to the policy-making context.
