© 2010 Dr. Anita Joy McKinnaThe post-war international administration of Kosovo has publicly pursued multi-ethnicity as a panacea. This thesis argues that the international administration has failed firstly in achieving the creation of genuine multi-ethnicity, and secondly in promoting multi-ethnicity in its governance of Kosovo. After more than ten years of international presence in Kosovo, the legacy is one of ethnic division and a situation that more closely resembles Belgrade’s goal of ethnic partition than a multi-ethnic society
