The purpose of this chapter is to understand the PISA results (2000-2015) of Portuguese students. Based upon an analysis of public education policies, particularly those ensuing the Essential Law Act of the Education System of 1986, characteristics and results of policies oriented to Preventing School Dropouts and Promoting Success or to Governing and Sustaining the System have been highlighted. The idea was to stress policies potential to developing mathematical, scientific and reading literacies of Portuguese students.
