PEMENUHAN HAK WARGA NEGARA DALAM PELAYANAN KESEHATAN DI RUMAH SAKIT (STUDI TENTANG PERBANDINGAN RUMAH SAKIT UMUM DAERAH KOTA MALANG, RUMAH SAKIT ISLAM AISYIYAH MALANG, DAN RUMAH SAKIT PANTI NIRMALA MALANG)

Health services provided by citizens through hospitals are the state efforts to prosper its citizens. The hospital as the organizer must have a policy, evident regulations and born into excellent service and quality. Three hospital locations selected by the researcher to be examined, General Hospital of Malang, Aisyiyah Islamic Hospital of Malang, and Panti Nirmala Hospital of Malang, these hospitals are still not providing maximum service with the facilities provided, the staff is still minimal and also the medicines are not optimal. This study aims to explore the fulfillment of citizens’ rights in health services within all three hospitals by considering the constraints faced, implementation, the efforts made by hospitals to fulfill health services, forms of assistance along with inhibiting factors related to Hospital Law, and to analyze the quality of health services provided by the hospital. This research uses a descriptive qualitative method by using interview and observation technique. Determination of subject based on who knows about information needed by the researcher. Analysis of the data used using data reduction model, data presentation, and conclusion. From the research result, the three hospitals have the different character of health services. General Hospital of Malang has a health service that has not been maximal because of incomplete health facilities. Human Resources that have not been optimally prepared so that citizens feel less comfortable with the services provided. Aisyiyah Islamic Hospital of Malang has the character of health services that adequately support facilities and human resources are quite reliable. Panti Nirmala Hospital of Malang has the character of maximum health care. Regarding of services provided can be relied on with facilities and resources that support
