In 2018,East Java Government are determining the City Minimum Salary (CMS)for Surabaya isRp.3.583.312,61. but the fact is there are so many companies which still unable to obey that regulation. For the example is CV Permata Offset Printing’s labors get paid about under CMS every month. Low Salary doesn’t make the workers to resign, beside every years other workers always protest to demand the increase of minimum salary regulation. This research about Life Survival Strategy Of CV Permata Offset Printing’s labor who’s Under City Minimum Salary. The research was using qualitative descriptive approach. The techniques to determine the subject and informant is purposive sampling and the data collection by interview, observation, documentation, and literature study. This research has done in CV Permata Offset Printing Kedinding Tengah, Kenjeran, Surabaya. The datas that has been obtained are use to analized according to desccriptive analysis using the voluntarism social action which has been developed by Talcott Parsons. Talcott Parsons has completing social action theory to voluntarism consept, that is the ability of person to do an action or determining the method or instrument of some alternatives to it’s purposes. The result of research shows that the live survival startegy of CV Permata Offset Printing’s workers who’s Under City Minimum Salary are by prioriting the most urgent need, decreasing the recreation activity, lend money, thrifting the cost of daily meal, dan investing their money
