PROSES PENGAMBILAN KEBIJAKAN AMERIKA SERIKAT DALAM MENDUKUNG REZIM HAMAD BIN ISA AL-KHALIFA TERHADAP KONFLIK BAHRAIN (2011-2016)

This research discusses US support for Al-Khalifa regime in the Bahrain Conflict. The conflict, triggered by systemic discrimination against the Shi'a majority, sparked a divide between the Sunni minority of government and the large Shi’a people. Demonstrations that can not be avoided, encourages Bahrain regime to make a fitting action in human rights in his own country. This reaped the response from which is more visible to support the government than Bahrainis. This thesis, how the US decision-making process in support of Al-Khalifa regime, and the choice to know the steps taken by US in setting policy. This research uses the theory of bureaucratic model to explain the process of interaction that occurs in policy making. With the method of qualitative analysis, which comes from articles, scientific journals, books, and news. The results of this study indicate that the interest groups affecting the US State Department they seem to defend the Al-Khalifa regime on the grounds of protecting Bahrain from foreign threats (Iran). The actors who influenced the Department of Defense in support also reasoned to protect the US Navy's Fifth Military Fleet, while the US Congress refused support because it was against the values of democracy and human rights upheld by the US. Nonetheless, the United States secretly kept moving forward supplying weapons to Bahrain to support the Al-Khalifa regime
