This research explains the potential of oil pollution in Sulawesi Sea and Sulu Sea which raised concerns about the impacts that could damage the marine environment and harm the people's economy. To response the potential of oil pollution, Indonesia and the Philippines established international cooperation through memorandum of understanding (MoU) Sulawesi Sea Oil Spill Response Network 1981 and there was a preparation to face the oil pollution problem.
