Abstract

In 2005 was found the first case of avian influenza In Indonesia that infects human in Tanah Karo, North Sumatra. WHO diagnosed it was human-to-human transmission case. Indonesian Health Minister Siti Fadillah Supari denied it was human-to-human transmission, but transmission between human-poultry. Afterwards Indonesia asked the sequenced DNA virus data that has been surveyed by WHO to prove the diagnose, but WHO never give it to Indonesia. Due to the non-transparency that WHO did, make Indonesia propose to change the virus sharing policy to be more fair, and transparent through its participation in the Global Foreign and Health Policy (FPGH) initiative in 2007.
