UPAYA INDONESIA UNTUK MELAWAN KETIDAKADILAN DALAM SISTEM KESEHATAN GLOBAL

In 2005 was found the first case of avian influenza In Indonesia that infects human in Tanah Karo, North Sumatra. WHO diagnosed it was human-to-human transmission case. Indonesian Health Minister Siti Fadillah Supari denied it was human-to-human transmission, but transmission between human-poultry. Afterwards Indonesia asked the sequenced DNA virus data that has been surveyed by WHO to prove the diagnose, but WHO never give it to Indonesia. Due to the non-transparency that WHO did, make Indonesia propose to change the virus sharing policy to be more fair, and transparent through its participation in the Global Foreign and Health Policy (FPGH) initiative in 2007. This research uses the explanative method and uses Modern Dependency Theory by Cardoso and the Global Health Diplomacy Concept. Indonesia in this research tries to change global health system especially virus sharing mechanism. Indonesia is a developing country seeking to change the policy by participating and active in multilateral cooperation (FPGH / Foreign Policy and Global Health). Indonesia does so to gain support by other countries in the WHA (World Health Assembly) forum for legalize the Pandemic Influenza Preparedness resolution in which it addresses the mechanism of virus sharing to be more fair, equal and transparent for all WHO member countries
