KEPATUHAN HUKUM TERHADAP LARANGAN PENGGUNAAN KENDARAAN SEPEDA MOTOR OLEH ANAK DI BAWAH UMUR SESUAI DENGAN UNDANG-UNDANG NO. 22 TAHUN 2009 TENTANG LALULINTAS DAN ANGKUTAN JALAN (STUDI KASUS DI KOTA PALU)

The legal compliance of under age children in riding motorcycle is minimal. This research took the formulation of the problem about what factors can cause the lack of legal compliance to the use of motorcycle by under age children in Palu city, and how is the solutions can be done for legal compliance among the public especially the use of motorcycle by under age children in the city of Palu can be realized. This research is using sociological juridical approach method. The primary data source is obtained directly from the main source in the form of interview and documentation study, and the secondary data source is obtained from literature study in the form of legislation and regulations and through browsing the internet sites and the technique of collecting the data in the form of interviewing the head of police traffic unit of Palu City, the head master of SMA Negeri 1 Palu , and also the under age children who use motorcycle vehicles. Then the result of researh data is analyzed by descriptive qualitative. Based on the results of research and description of under age children who ride a motorcycle vehicles, there ara two reasons that make them using it and that is why legal compilance can not be achieved. The conclution is there are two factors causing legal compilance are not achieved which is internal and external factors. The internal factors include individuals and families. The external factors include the environment where they live, the school environment and a minimum of public transportation in the city. The solution is get support from the government, do counseling about what is the important of driving vehicles and the police should give a strict action to whom using the vehicles illegally. The suggestion is goverment, police department, school, and parents should help each other by working together for solving this problem
