The implementation of land registration aims to provide legal certainty over land rights for all Indonesian people, which can be done systematically and sporadically and will produce a land certificate as proof of rights, Various factors influence the length of time the land is registered sporadically, The formulation of the problem that the author raised was, What was the first land registration procedure at the Dompu Regency Land Agency, How effective is the regulation on registration, how is the solution to the constraints of land registration for the first time at the Dompu Regency Land Agency, The author uses a sociological juridical approach method, the location of this research was carried out at the Dompu District Land Agency, use the type of primary data in the form of interviews and related document documents, secondary data in the form of library studies and related legislation, tertiary data in the form of dictionaries that support, the results of this study are that from the data obtained from BPN Kab Dompu, that land registration from January - July 2017 is 109 Registration of Rights SK, The registration of the Rights Decree which is completed on time or less than 98 days is 13 Registration of Rights SK, while the registration of rights that are not timely or more than 98 days are 23 registrations of rights and registration of SK unresolved rights counted from January to July 2017 as many as 63 registration SK Rights
