Analisis Proses Seleksi dan Pengangkatan Tenaga Honorer Kategori Dua (K2) Menjadi CPNS di Kabupaten Pati

Therefore, this research aims to analyze the process of selection and appointment of honorary power category two (K2) be CPNS in Pati and do know the factors that promote and hinder the process of selection. The theory is the theory of selection process according to Rivai and Sagala (2009), namely, fairness, accuracy and confidence. This research uses qualitative research methods are purely descriptive analytic. The subjects in this study consists of 7 (seven) informant, BKD, and representatives from the honorary K2. The results showed that the process of selection and appointment of K2 be CPNS in Pati are prefixed with the name of the assignment was to be the honorary power, selection, administration of the written exam, the identity Number assignment civil servant (NIP) up to adoption be CPNS. In dimension accuracy, the selection process was not accurate due to various irregularities found during the selection process. The inaccuracies as seen from K2 which is not based on logging crosscheck in the field, the selection system inaccuracies written exam, and inaccuracies that K2 assignment to qualify for selection. For the element of fairness, all the participants got an equal chance of selection in the selection process. While associated with the element of confidence it is believed that there are positive benefits from the presence of the selection process if the K2 CPNS conducted in a transparent and accountable. Factors that encourage the implementation of the process of selection and appointment of CPNS K2 in Pati is a factor of motivation and leadership. While the factors that impede that process is the commitment, the regulation, the administrative system, the quality of the process of selection, and the limited human resources of BKD. Keywords: Appointment and Selection, K2, CPNS ABSTRAKSI Berbagai kasus seperti adanya dugaan penyimpangan prosedur, indikasi instansi kepegawaian daerah yang dinilai tidak kompeten, pengumuman hasil seleksi yang tidak transparan, indikasi KKN, serta informasi yang tidak akurat selama proses seleksi, mewarnai pelaksanaan proses seleksi dan pengangkatan CPNS K2 di Kabupaten Pati. Oleh sebab itu, penelitian ini bertujuan untuk menganalisis proses seleksi dan pengangkatan tenaga honorer kategori dua (K2) menjadi CPNS di Kabupaten Pati serta mengatahui faktor-faktor yang mendorong dan menghambat proses seleksi. Teori yang digunakan adalah teori proses seleksi menurut Rivai dan Sagala (2009), yakni keakuratan, keadilan, dan keyakinan. Penelitian ini menggunakan metode penelitian kualitatif yang bersifat deskriptif analitis.Subyek dalam penelitian ini terdiri dari 7 (tujuh) informan, dari BKD dan perwakilan tenaga honorer K2. Hasil penelitian menunjukkan bahwa proses seleksidan pengangkatan tenaga honorer kategori dua (K2) menjadi CPNS di Kabupaten Pati diawali dengan penetapan nama tenaga honorer yang akan diangkat, seleksi administrasi, ujian tertulis, penetapan Nomor Identitas Pegawai Negeri Sipil (NIP) sampai dengan pengangkatan menjadi CPNS. Ditemukan adanya ketidaktransparanan dan indikasi KKN dalam proses seleksi dan pengangkatan CPNS K2 di Kabupaten Pati. Terkait dengan tiga dimensi sistem seleksi yang efektif, dalam dimensi keakuratan, proses seleksi belumlah akurat. Ketidakakuratan tersebut dilihat dari pendataan K2 yang tidak didasarkan crosscheck di lapangan, ketidakakuratan sistem seleksi ujian tertulis, dan ketidakakuratan penetapan K2 yang lolos seleksi. Untuk unsur keadilan, semua peserta seleksi mendapat kesempatan yang sama dalam proses seleksi. Sedangkan terkait dengan unsur keyakinan diyakini bahwa ada manfaat positif dari adanya proses seleksi CPNS K2 bila benar dilakukan secara transparan dan akuntabel. Faktor yang mendorong pelaksanaan proses seleksi dan pengangkatan CPNS K2 di Kabupaten Pati adalah motivasi dan faktor kepemimpinan. Sedangkan faktor yang menghambat proses tersebut adalah komitmen, regulasi, sistem administrasi, kualitas proses penyeleksian, dan SDM dari BKD yang terbatas.
