The paper analizes the accession negoatiations of the EU with the Baltic states, the main actors, motives and patterns that structure the outcome sof accession negotiations. It presents a number of refinements to the theories of international negotiations and EU enlargement and illustrates them by presenting a detailed analysis of accession negotiations with the Baltic states. Finally, it discussed the prospective dynamics after the enlargement
