Memorandum to the Chief of Staff on the current situation related to exclusion of persons of Japanese ancestry from military areas of the Western Defense Command. Reiterates earlier recommendation that mass exclusion is no longer justified and calls for controlled return of Japanese persons rather than en masse. Attached are a proposed statement of policy for evaluating persons for continued exclusion, the Commanding General's earlier memorandum on the end of the need for mass exclusion, and two bulletins from the Japanese American Citizens League related to return of Japanese persons to the West Coast
