With the revelations that many ISIS recruits are ex-offenders (Cottee 2016), prison and probation settings are on the frontline of counter-terrorism practice. The latest policy developments in Europe on managing radicalization and convicted terrorist-offenders in prison and post-release settings show some perhaps surprising recommendations: those built on a foundation of seeking to build trust, to recognize human dignity and equality, and a broader vision to reform offenders as citizens (Council of Europe 2016; United Nations 2016; Williams 2017).Data collection was supported by the Economic and Social Research Council [Ref #: ES/L003120/1].
