Le développement durable: promesse d'un changement paradigmatique? Etude d'un processus discursif négocié . Un exemple: REACH

This thesis questions the notion of sustainable development, it considers the way the idea came into being, how it has been transmitted, diffused, and how it has evolved. The viewpoint that hasbeen retained is based on the fact that sustainable development contains a paradigmatical potential, and that it proposes logical and cognitive ruptures. In that perspective, consideringsustainable development as a paradigma comes under a central question, that of the question of norms in the process of changing. The construction of these norms can be envisaged in their diffusion in a public sphere. It is a two-step study : first, in the analysis of texts we consider to be “founders”, from which sustainable development emerges and which determine a field of action whilst allowing interpretation. Then times of controversy, of publicised debates take place, and constitute a second period of normalisation, in a more open space. By the analysing and cross-checking of eight years’ worth of articles and press releases from Reach, (European regulation on the Registration, Evaluation and Authorisation of Chemicals, which was adopted in decembre 2006), we can observe the discursive and negociated process of the normalisation of sustainable development.La thèse interroge la notion de développement durable, la façon dont l’idée a émergé, s’est transmise, diffusée, a évolué. Le point de vue retenu postule que le développement durable comporte un potentiel paradigmatique, qu’il propose des ruptures logiques et cognitives. Cette problématique prend comme question centrale celle des normes en cours de changement, et la construction de celles-ci s’envisage dans leur diffusion au sein d’un espace public.L’étude se fait en deux temps, tout d’abord par l’analyse de textes qualifiés de fondateurs, qui font émerger la notion, déterminent un champ d’action et laissent place à l’interprétation. Puis destemps de controverses, de débats publicisés ont lieu, qui constituent un deuxième temps de normalisation, dans un espace plus ouvert. Par l’analyse sur huit ans des articles et communiquésde presse parus sur Reach, règlement européen sur les substances chimiques (décembre 2006), nous observons ce processus discursif et négocié de normalisation
