It is the purpose of this study to make an analysis of the Saskatchewan Government system of school grants, as it is applicable to the larger units of school administration, in the light of certain principles of school finance enunciated by Mort and Reusser.1 The study attempts to answer four questions: (1) Do the grants paid equalize educational opportunity through making an adequate minimum program possible in each unit without wide variation in the local financial burdens? (2) Do the conditions governing the payment of grants guarantee a large measure of discretion in action to local boards, and, at the same time, ensure that public funds shall not be wasted?
