This thesis investigates the means by which New York City’s public schools, individually and collectively, can and do support the education of growing numbers of homeless students. My thesis investigates laws, policies, and individual ad-hoc practices that affect public schools, seeking to assess layers of practice against human rights standards. My research is derived from survey results and interviews with school administrators, faculty, teachers, and social workers. I identify problems that homeless students face and innovative solutions that schools implement. My research concurs with preexisting literature that transportation to school is a critical issue, yet adds that mental and emotional health is even more pressing. My research als...
