Starting from an empirical study of land grabbing by local elites in the Great Lakes region of Africa, this work sets out to re-think the way in which dynamics of access to land are conceptualized in sub-Saharan Africa in two ways. First, it questions the ‘strategic actor’ approach to understanding land politics, which argues that land regimes are mediated by relations of power that rest entirely on actors’ strategies..
