Sostenibilidad y vulnerabilidad de la deuda pública Colombiana

In the present paper is studied the relations between the fiscal policy and the indebtedness, in terms of its viability and macroeconomic sustainability, within the framework of the dynamics of the growth of the country and its restrictions. On the fiscal frame and the structure of the indebtedness of the country, one analyzes the sustainability and vulnerability of the national debt from the point of view of the internal and external shocks. The analysis of sustainability of the national debt start of the budgetary restriction of the government, evaluating the increase of the coefficient of debt due to the real interest rate, the growth of the economy (effect snow ball) the primary deficit (like proportion of the GDF) and the effect stock-flow, which reflects the growth of the coefficient of debt by reasons, such as the devaluation - that it increases the national debt external valued in national currency or by valuations and/0r statistical discrepancies. The model it evaluates the objectives of the economic policy (income, expenses, deficit or surplus, risk country) in terms of the debt coefficient. The results show how much greater it is the participation of the debt extracted within the total debt, greater the real devaluation will be its vulnerability to changes and in the rate of you commit international. The made estimations indicate that an increase in the external interest rate (on its observed levels), marginally make worse the imbalance in the finances of the central government. De acuerdo con el marco fiscal y la estructura del endeudamiento del país, se analiza la sostenibilidad y vulnerabilidad de la deuda pública desde el punto de vista de los shocks internos y externos. El análisis de solvencia y sostenibilidad de la deuda pública parte de la restricción inter temporal presupuestaria del gobierno, evaluando el incremento del coeficiente de deuda debido a la tasa de interés real, el crecimiento de la economía (efecto bola de nieve) el déficit primario (corno proporción del PIB) y el efecto stock-flujo, el cual refleja el crecimiento del coeficiente de deuda por motivos, tales como la devaluación que incrementa la deuda pública externa valorada en moneda nacional 0 por valorizaciones y/0 discrepancias estadísticas. El modelo también permite evaluar los objetivos de la política económica (ingresos, gastos, déficit 0 superávit, riesgo del país) en términos del coeficiente de deuda. Los resultados obtenidos muestran que cuanto mayor sea la participación de la deuda extranjera dentro de la deuda total, mayor será su vulnerabilidad a cambios la devaluación real y en la tasa de internes internacional. Las estimaciones realizadas indican que un aumento en la tasa de interés externa (sobre sus niveles observados), empeora el desequilibrio en las finanzas del gobierno central marginalmente. La brecha de sostenibilidad no varía de manera importante. En términos del tipo de cambio promedio, los resultados difieren ya que una devaluación adicional, eleva la brecha de insostenibilidad. Los resultados del análisis de sensibilidad permiten recomendar que se profundice en la estrategia de canjear deuda externa por interna, a fin de reducir esta potencial fuente de inestabilidad en las finanzas públicas
