International audienceThis presentation aims to highlight communication strategies of transnational cooperation networks of European municipalities, whether they are non-profit organisations or EU projects. The purpose is threefold. First, as part of a state-of-the-art study on urban policy mobilities, we will discuss a framework of analysis using the "convergence/differentiation" dichotomy to describe the need for municipalities to position themselves in a context of reinforced interurban competition.
