This paper intends to clarify the impact of ‘Shared Value' on the participation of Business in the public educational services. Since the 1980' s, the participation of business in the public educational service has been diversified and increased. These participation has been conducted in the core services of public education as business, and in the not-core services as nonbusiness. This difference is happen because there is a mindset among educational administrative organization that business shouldn' t do business in the public educational services. The concept of ‘Shared Value' defines that the aim of business is to maximize both economic value and social value, as it defines ‘market' which is consists of societal needs and economic needs...
