The aim of this dissertation is to develop scientifically rigorous design and test methods for cement-stabilised pavement materials, which are being used increasingly around the world in the construction of new road bases. A meticulous experimental and numerical investigation was undertaken on two typical pavement materials stabilised with cement to characterise their flexural behaviour under various conditions. The effects of specimen size, axle configuration, curing age, and aggregate gradation on the flexural properties of these materials were comprehensively investigated. Based on the experimental and numerical results, an improved approach is proposed for the characterisation and design of cement-stabilised pavement bases
