MasterWe propose the effective video multicast system which contains the call admission control and resource allocation algorithm to improve quality of experience (QoE) of multicasting scalable video coding streams over wireless networks. The base station (BS) makes a decision for a call admission based on the two QoE factors: user centric video quality satisfaction and blocking/dropping rate. The BS also schedules resource based on the user requests according to device capacity of the user under the bandwidth constraint. The proposed algorithms adopt a solution of knapsack problem and a Lagrange multiplier method to obtain a near optimal solution with a low computational complexity.
