A presentation during the EAMARC 2 conference at USIU-Africa in November 2015.According to the UN (2006: 173), an issue with important implications for human development and global poverty reduction is how to manage water resources to meet rising food needs while protecting the access of poor and vulnerable people to the water that sustains their livelihood. The Millennium Development Goals (MDGs) seek to reduce by half the proportion of people who do not have access to improved water sources and adequate sanitation by the year 2015 (UN 2000) in order to contribute to the goal of reducing extreme poverty also known as Target #10 UN (2004: 29)
